I've actually been running power reaper specs seriously for years in fractals. Reapers rotations are written in stone, you cannot change them without loosing a lot of DPS. Although at times i do prefer using offhand dagger for "Deathly Swarm" when additional condition cleansing is needed. the last one i asked went quiet after posting a screen of his chatbox showing 29.x k dps.
during my early testing i also tried pure gs rotation (with shroud) and i was getting way worse effects than with axe. When zerging, your DPS matters very little.

I got to this a little late, but I have a few guides for the condi Reaper build floating around if you'd like to try it in addition to Power Reaper: it amuses me that condi reaper in fractal has gained so much attention from you, since it's objectively better to run power reaper in content such as fotm or dungeons (slaying sigils, night sigils, slaying potions stack up while condi doesn't, and the exposed debuff works better with direct damage). <- if you do this, you can easily solo ridiculously difficult bosses, so long as you know mechanics, in the event that a party needs a carry. Even without a healer, necro's survivability is the least of your concerns.

Focus 4, Soul Grasp, generates plenty of lifeforce. In fact, most of the reaper’s attacks have a fairly sizeable cast time. Even without a healer, necro's survivability is the least of your concerns.

[PvE] Reaper Build. Never interrupt your shroud autoattack chain. You melt mobs and solo champions for breakfast. This build is probably the single best Open World build in the game right now. The classic Minion Master build, capable of soloing dungeons and champions the same gear as the Reaper - Power DPS build for fractals and raids.
Your minions typically draw threat from most enemies and do a good job of tanking for you. i don't know how people are doing 30k dps if they are doing it fairly. Warhorn is the default choice for the CC from , but other options can be taken if necessary: Use Focus offhand for additional boonstrip.
Trivia: The stereotypical Necro wears Chaos Gloves and Reaper Hood. Once your burst damage skills are exhausted, you should fall back on, Axe/warhorn deals poor sustained damage but provides. I think it should be almost on par with Holo but I obviously didn't check it yet.
My advice for anyone playing this build is to gear another class as fast as you can. That is, the potential for generating Vulnerability and the large cleave area allow one to swiftly destroy adds. There are others not listed here, but these are the most effective in general. If there are multiple mobs you can output insane damage with epidemic. In other threads they say they do it by not using axe, but just camping gs/shroud.
